Dr. James Beeler, Executive Director of the Office of Rural Promise (ORP), received a 2026 Staff Excellence Award, one of the university’s highest honors recognizing exceptional leadership, service, and impact at a university award ceremony on Tuesday, April 28.
Dr. Beeler was selected in the “Human Resources” category for his transformative contributions to App State’s mission and his leadership of the Office of Rural Promise, the university’s largest department within the division of Research & Innovation. Under his direction, ORP has expanded its reach across 27 school districts in western North Carolina, strengthened regional partnerships, and advanced major initiatives supporting rural students, families, and educators.
Since joining App State, Dr. Beeler has led a portfolio of more than $90 million in federal and private grant programs, including securing the university’s largest single grant in history, a $35 million GEAR UP award in 2024. His leadership has unified multiple grant‑funded teams under shared values and a collaborative culture, eliminating silos and fostering a workplace grounded in trust, clarity, and mission alignment.
“I am honored to work with and lead such a great team at ORP and very humbled by this recognition,” said Beeler. “This award represents the skill and passion our team brings every day to our work with the students, families, and educators of western NC, and it is my privilege to serve side by side with them.”
Colleagues describe Dr. Beeler as a leader who listens deeply, communicates with clarity, and empowers staff to do their best work. He is recognized for modeling integrity and ensuring that ORP’s work reflects the needs and strengths of the communities it serves. In 2024, he was appointed to Governor Stein’s Rebuilding Western NC Advisory Board to support regional recovery efforts following Hurricane Helene.

The Staff Excellence Awards celebrate App State employees who demonstrate outstanding leadership, collaboration, and service to the university and the region. Nomination categories are aligned with the university’s strategic priorities as defined by the UNC System’s Institutional Goals and include Innovation, Human Relations, Leadership, Engagement, and Student Success.
